Evaluation of Environmental Enforcement (EEE)


The Evaluation of Environmental Enforcement (EEE)
, it is a practice which aims to identify the requirements that must be considered in an audit of compliance with environmental regulations to which an industry, installation, a business or a project is subject.

The aims of the EEE is to provide the results of an analysis of the documentation relating to the status of compliance with relevant efforts in environmental policy applicable to a project, especially concerning compliance with the terms and conditions taxes by the competent authority for the authorization of the same.

 
The methodology deployed by CAM for the development of an EEE, considers the following:

 

1. Identification of procedures and environmental permits applicable and relevant to the project at the federal and local level.

2. Request for documents related to identify the paperwork and authorizations.

3. Review of the requested documentation to determine the regulatory requirements imposed by the competent authority (SEMARNAT, CONAGUA, CRE, CFE, INE, INAH, etc).

4. Identification of permissions or missing environmental permits or possible deficiencies or breaches that could jeopardize the feasibility of the project/business/installation

 

5. Visit to the site of the project / business / facility and interviews with staff related to the development of the same, with the purpose of defining its dimension, and the status that keeps the compliance and/or progress of the works.

6. Documentation and notes obtained during the visit to the site and interviews.

7. Issuance of a professional opinion in the case of those permissions that are in the process of assessment by the authority and on the fulfillment of the requirements established by the competent environmental authority.

 


The scope of an EEE considers the analysis of the implementation of the project / business / installation through the application of preventive measures, of mitigation or compensation, or of an administrative nature that have been imposed by the competent authorities.

On the other hand, means that developed services and the views expressed by CAM in an EEE report are based on the review and vetting, reliability and the accuracy of the documents, oral information and other material and information provided by the customer and authorized third parties, and it is assumed that there is no violation because the accuracy of such information.

In addition, in the development of an EEE, CAM assumes the sources used for research to provide accurate information, which is why the analysis presented in the final report is normally based on this assumption, as well as the observations made during the visit of CAM to the project site.
